Overview
Key Stakeholders
The key stakeholders for network rail are:
- Department of Transport
- Determines the level of public expenditure for the railway in England and Wales
- Defines the strategy for the railway in England and Wales
- Transport Scotland
- Determines the level of public expenditure for the railway in Scotland
- Defines the strategy for the railway in Scotland
- The Office of Rail Regulation
- Independent economic and safety regulator
- Ensures no monopoly in NR's position.
- Has a level of accountability to parliament
- Her Majesty's Rail Inspectorate
- Part of the ORR and deals with comliance and safety
- Train and Freight Operating Companies
- The companies who run trains on NR's infrastructure
- Passenger and Freight Customers
- The travelling public
- Customers of the FOCs (such as powers stations who need coal)
- Passenger Focus
- Independent national rail consumer watchdog.
- Mission is to get the best deal for the consumer for Britain's rail passengers.

Geographical Structure
Operational Staffing
Network Rail's organisational structure is split into a 6 geographical teritories which are then further split into 16 areas. Each territory has 1 Territory Maintenance Director (TMD) and each area has 1 Infrastructure Maintenance Manager (IMM).
Currently (as of 4th Dec 2007) the territory and personnel split is:
